county (also called Metro-Dade County) includes the city of
Miami, Miami Beach, Coral Gables, and 27 separate localities.
Sixty percent of the county is "unincorporated";
that is, it doesn't have a city charter. The county is a mix
of dense urban areas, populated suburbs and rural areas.

government consists of a 13 member board of county commisioners
elected by district. In addition, each city has its own supervisor
and council.

and garbage. Its jurisdiction may overlap with city police
and fire departments.
